The American flag is the national symbol. Signify all of its positions, and as a result, specific usage practices have formed that should be represented anytime Old Glory is shown. When other flags and pennants are being flown, it should always be flown first. Except for the Unknown Soldier’s burial or above the capital, it is never flown before sunrise or after sunset. It is hoisted quickly and lowered slowly, never touching the earth. On days of national mourning, it shall be flown at half-staff, though it should always be raised to the top before descending to that position at sunset. It should be half-staff from sunrise to noon or full staff from noon to sunset on Memorial Day.
